Summary: Followed the suggestions of others and used my vice with a metal tool handle to place the rim over. Instead of heating in the oven used boiled water poured in a pan the rubber was in. After twisting and turning (and getting the water out) used gloves and stretched it over the rim. Used some plastic bicycle tire tools to help shim it over the rim. Didn't seem too bad but does take some muscle. Here is a pic of it done next to another one I hadn't started yet. Wanted to get one done successfully before I started the other 3.
